PATs TESTING
The Health & Safety Executive introduced directives for the testing of all Electrical Appliances within the workplace. The directives were introduced to protect workers and members of the public from working with or being exposed to the risk of their health from working with potentially faulty electrical appliances. The PATs Testing directives mean that all employers must ensure that there is a Health & Safety Programme in place at each location within a Firm or Organisation which can be monitored by Local Authority Officials dealing with Health & Safety issues. Failure to have a PATs Testing programme in place can lead to investigations by Health & Safety Executives or in some cases prosecution. In the event of accidents occurring where there has been no PATs Testing programme in place then the Firm/Company along with its Owners/Directors can be prosecuted under the law with severe fines and in some cases imprisonment when found guilty.

This means that within the work environment all portable electrical appliances must be checked and tested and records kept as to the nature of the testing. Portable Electrical Appliance means any electrical appliance with a plug which can be moved, along with all leads and wiring etc.

The incidence of testing is dependant on the degree of risk e.g. a kettle which is used many times a day and within the kitchen area close to water taps represents a higher risk than say a table lamp which is seldom moved from its location. Therefore the kettle should be tested more often than the lamp.

The responsible person within a firm must work out a PATs Testing programme for the testing of all Portable Electrical Appliances on a regular basis using the balance of risk as the deciding factor as to the frequency of testing.
